    Longevity in a position does not mean a person is qualified to hold the position. That is except if the person pays a bribe to a union. Then, no matter how bad, they will have a job, especially in government schools. Kids be damned, unionism comes first.

    "Weakening tenure is in vogue with the Obama administration, though there is bitter disagreement over whether it would improve schools. California shows no signs of changing it."

    When President Obama and his band of socialist approve of getting rid of tenure, you know it must be REALLY bad.

    "It's once a teacher becomes permanent that they get harder to fire.

    California requires school districts to give teachers who are accused of poor performance at least 90 days to fix it. They get less time if they're accused of "unprofessional conduct" such as being drunk in class or harassing a coworker.

    Fired teachers can take their case to a panel that includes one educator chosen by the union, one chosen by the school district and an administrative law judge. Teachers can then appeal to Superior Court and an appeals court. School districts are reluctant to press cases they might not win: If the district loses a case against teachers, it must pay their legal fees."

    Which is more important, quality education or the "rights" of those paying bribes to hold a job? To government unions are more important than the education of children. Now you know why government schools are mostly failures.
