Unions do not want the public to know the quality of teachers who pay bribes to work.

This is not about poverty--it is about incompetence and corruption.
Make union membership voluntary and you will see immediate improvement in student scores and the quality of education.
Then give students vouchers, and you will see bad schools close and bad teachers finding another profession.
