Is it the role of government to finance non profits and run "community events"?

Government needs to get back to basic and stop the waste of tax dollars--the poor and middle class pay taxes for cops, not see to a cherry 1966 Mustang.
Obvious, since Escondido is still spending $295,000 on garbage, they have enough cops and firefighters--none should be cut for lack of funds.
