    This is a difficult situation. We need our hospitals to be safe from earthquakes. Yet, at the same time the money to retrofit is not available. So, under the law we must close the facilities.

    If we close the facilities than what happens to our medical needs. One hospital will cost $350 million to retrofit--that is not going to happen. "Citrus Valley Medical Center's Inter-Community is among the 64 percent of hospitals in the state that won't complete seismic upgrades by the deadline. The aging hospital will be forced to rebuild at a cost of $350 million to meet the requirements."

    Imagine the total cost of the 64% hospitals being retrofitted.

    California hospitals are in as bad a shape as our job picture and economy. Ever where we turn, more disasters are facing us.
