The Feds are giving away tax dollars for government schools. One prerequisite is that the government schools have some accountability via teacher performance. To unions that is WAR. Union teachers answer to no one--government, parents, teachers or students.

Now the choice for California is do we choose between students or unions. You already know the answer--it will be the unions, followed by the usual laws suit.
