    In reality, only 60% of those receiving State paychecks are being furloughed. Maybe if the government had not been so good to the unions, we would not be in this place.

    Better yet, does it really matter if Cal-EPA has 15% fewer working hours? Much of what they do can be done via the Internet. The same with the DMV and the multitude of Sacramento agencies. Maybe if the unions allowed technology of the 21st Century, instead of worker heavy solutions, we would all be doing better.

    I have an idea. Instead of the furloughs, reduce pay by 15%--or better, get rid of 15% of the employees.

    "Q: How many people are being furloughed?

    A: The executive branch employs about 235,000. Subtract those who are exempt or in constitutional offices and "you get down to about 210,000 people," who are being furloughed, says Lynelle Jolley, a spokeswoman for the California Department of Personnel Administration.

    Overall, the state employs about 359,000 including the colleges, judiciary and Legislature. So roughly 58 percent of state employees are directly affected."
