Those doing business with the State of California have learned one lesson--get the money up front. The State is run like a bad business, most vendors know they will not get their money per the contract. Most know the State will not pay interest. In this story one vendor has been waiting six months for the money, now HOPES to get an IOU.
When a retail store is unable to pay its bills, vendors demand cash on on delivery. California would be better off if it did the same--if they can't afford it, like a family, they can not buy it.
Time for Sacramento to grow up and be an adult about money.
