San Fran is losing money, in its schools and in the city. It is bankrupt financially. Maybe if the city had its students attend neighborhood schools this would not be a problem. Maybe if the District made the parents, not government, responsible for getting the kids to school, even more money would be saved.

here is a simple suggestion: Get id of any organization that forces people to pay bribes to hold a job--in the real world that is extortion and is illegal--except in government.
Then add 3-4 more students to a classroom and you will not need as many teachers.
