    Reports show suspect in 11-year-old’s assault is high-risk sex offender, illegal immigrant

    The man wanted in connection with the rape an 11-year-old girl five weeks ago at a wedding anniversary celebration is a high-risk registered sex offender and illegal immigrant, Texas and Oklahoma officials say.
    Oklahoma City police say Melvin Urbina, 33, is a suspect in the July 25 rape at the Imperial Restaurant Banquet Hall, 4701 Shields Blvd.
    Urbina, who has relatives in Mexico and Honduras, apparently has fled the area, police said.
    They learned Aug. 6 that Urbina, also known as Melvin Amilcar Urbina-Nolasco, was convicted of sexual assault in Tarrant County, Texas, in 1999, according to an affidavit filed in federal court.
    Details of the Tarrant County case were not available Tuesday, but the Texas Department of Public Safety listed his risk level as "high.” Court records show he was sentenced to two years in a Texas prison and was required to register as a lifetime sex offender.
    Finding no evidence that Urbina had registered as a sex offender in Oklahoma, officials charged him in federal court Aug. 19 with failing to register.
    Upon his release from the Texas prison in 2001, Urbina was deported because of his "illegal entry” into the United States, the affidavit said. He was arrested again in 2003 for illegal entry and was deported again in 2007, records show. Urbina’s wife told police she and her husband moved to Oklahoma City in April 2009.
