    In May and June State Controller "borrowed" $8 billion from Wall Street at high interest rates and stole $12 billion from California State Trust Funds--just to keep the State paying its bills.

    Now, there is no budget, no legislative authorization to spend tax dollars. Courts have ruled in the past that even without a budget, certain health care, education, welfare and other costs must continue to be paid--regardless of a lack of a budget. No word from the courts, till today, if the State must pay full wages, even without the funds to pay or the authorization.

    Arnold ordered the State Controller to pay only minimum wage. Once again Arnold lost a lawsuit--so far his lost lawsuits based on illegal policies and decisions total almost $10 billion. But, for an amateur, what else would you expect? Oh, he approved the taking of the $12 billion from the Trust Funds--in the past he has lost lawsuits on these thefts--will lose more in the future.

    But the decision was NOT based on law, based on the incompetence of the State Controller.

    "Judge Patrick Marlette of Sacramento County Superior Court said Friday that while Chiang was breaking state law by failing to issue the smaller paychecks, he could not discount the antiquated computer argument as "frivolous" and denied the Schwarzenegger administration's request for an injunction." In the future, all government has to do is say that computers will not allow them to abide by the law and get away with it.

    At this point the only way the Judges order can be obeyed is by borrowing even more money. That will add to the deficit--currently we are spending $52 million per DAY more than revenues--times that by 16, so far!--$800 million added to the deficit.

    Government has way too much money. This is another example. Who needs votes when you can blame it on a computer? Bet he would have no problem adding money to paychecks.
