    It takes government a long time to get common sense. "The solution is to build an intertie -- the two canals are less than 500 feet apart at one point. Then let the federal folks pump water into the state aqueduct. Both canals can funnel water into San Luis Reservoir in Merced County, where west San Joaquin Valley farmers get water."

    Why haven't they done this before? People are losing their farms, food costs are escalating, yet government has held back this practical way to save the economy.

    This is why government should have little to do with the economy and the environment.
