    MERCY HOUSING, INC.
    AMERICAN RECOVERY AND REINVESTMENT ACT
    NEIGHBORHOOD STABILIZATION PROGRAM 2
    PUBLICATION DATE: JUNE 29, 2009

    Mercy Housing, Inc. intends to apply for Neighborhood Stabilization Program 2 (NSP2) Funding under the American Recovery and Reinvestment Act of 2009 (ARRA), on behalf of a non-profit consortium comprised of the following members: Mercy Housing Lakefront, Mercy Housing California, Intercommunity Mercy Housing, Mercy Housing Idaho, Mercy Housing Southeast, and certain local government agencies (collectively, the “Consortium”). Application for funding must be delivered to the U.S. Department of Housing and Urban Development (HUD) by July 17, 2009. For detailed information regarding ARRA programs, please visit www.hud.gov.

    Through this competitive application process, Mercy Housing, Inc. will request a portion of the $2 billion appropriated by HUD for the NSP2 Program. Any award of NSP2 funds will be administered by Mercy Housing, Inc, as the lead applicant. Funds will be used for carrying out proposed program activities designed to stabilize neighborhoods in targeted geographic areas whose viability has been and continues to be damaged by the economic effects of properties that have been foreclosed upon and abandoned. It is anticipated that this effort will create more affordable housing and renew neighborhoods devastated by the economic crisis.

    The Consortium desires to utilize funds to target and reconnect neighborhoods; invest in projects or programs that will revitalize targeted neighborhoods; and reconnect targeted neighborhoods with the economy, housing market, and social networks of the community and metropolitan area as a whole.

    The Consortium proposes to rapidly address the decline of targeted neighborhoods which have been negatively affected by abandoned or foreclosed properties through the purchase and rehabilitation of foreclosed or abandoned homes and residential properties, for the purpose of selling, renting, or redeveloping such homes or properties. All NSP2 funds will be used to provide benefit to persons whose income does not exceed one hundred twenty percent (120%) of Area Median Income. At a minimum, twenty five percent (25%) of NSP2 funds will be used for purchase and redevelopment of abandoned and foreclosed-upon homes and residential properties to house individuals and families whose incomes do not exceed fifty percent (50%) of Area Median Income.     Although Mercy Housing, Inc. is submitting a consortium application on a national basis, certain local communities will be targeted for stabilization efforts. The proposed targeted areas in which the NSP2 activities will be carried out are portions of: cities of Fairfield, Suisun, Winters, Woodland, West Sacramento, Roseville, Lincoln, Marysville and the unincorporated areas of Yolo County, Yuba County, El Dorado County and Placer County. The NSP2 funds will be used to:
    • Provide financing mechanisms to make housing affordable
    • Acquire foreclosed properties, rehabilitate and resell to income qualified homebuyers
    • Redevelop vacant and/or foreclosed property
    • Administration
    The amount of funds requested for the above referenced jurisdictions is approximately $24,000,000.

    A summary of the Consortium’s proposed activities will be available on Mercy Housing Inc.’s website (www.mercyhousinginc.org) on July 4, 2009. Any individual, group or agency wishing to comment on the proposed activities may submit such comments in writing to be received by 6:00 P.M. local time by July 14, 2009.
