People like the above make me ill. Because of all this ilegal employment activity it creates other problems such as economic with housing. You can't buy or rent a home without proper employment so there are a lot of vacancies out there due to this. If EVERYONE would get legal there would not be all the empty home and homeless situations would decrease. I blame the contractors just as much as the guys hanging out at the corner.

Update

This incident today is further proof of an escalation of the DL's lawless behavior. This one DL got up on the drivers side while I was filming, and tried to take the camera. I warned him away, but he crossed the busy street and loaded up his arms with some orange and grapefruit sized rocks and headed back across the street. I immediately pulled away from the parking lot with him charging behind me. He tossed rocks and missed, but then went back and reloaded. Realizing he was going to continue I dialed 911 and started the process of contacting help. Meanwhile I circled within a 50 to 100 yard area of the street with this guy following. He did strike the truck at some point because I felt it, but never found where. I settled in a spot in the center median with the emergency flashers on and awaited the sheriff. And awaited, and awaited, and awaited. Meanwhile, the other DL's formed a mob and were cheering him on. They eventually escorted him out of the area.
The sheriff did come, and I am going to log that exchange in my personal storage for now, to be disclosed at a later date if necessary, or in the event of my untimely demise. For now I will say that the storage chip with some video of the attacker was given to the officer, after which they immediately left the scene without collecting any other evidence, (rocks), interviewing any other witnesses, or checking the video themselves and looking in the immediate vicinity for the assailant. Basically, we are on our own out there, which many of us already knew. Don't rely on outside help.
I then returned to my post and began filming again for another hour and a half.

I apologize for saying I would be out there and never shown up. Work got the best of me. However, I pledge to be out there next week possibly with my partner. We have a great deal of law enforcement experience, and the tools to back it up. If the incident happens again, you can be assured that there will be a arrest made by us on the assaulter. You have every right to be out there and they have no right to try and chase you away. I applaud you for holding your ground. Sacremento Co Sheriffs tend to be a bit slow to respond to calls they dont deem "urgent" however this definately, to me atleast, constituted dangerous. I will send you a PM tomorrow telling you what day I will be out there and other details.

Since the article in the Sac Bee came out all but encouraging the lawlessness going on in this area, the day loiterers have become uppity and brazen. Here, one solicits right in the middle of the busy street


This next clip shows just how bad things are for the owner here. The DL's block the customers of his station as they conduct their own business. notice how the car wanting them to move so he can get fuel blows the horn and then one DL kicks his car, all the while not moving




In this next clip, two female would be customers wanting fuel are discouraged by the sight of the day laborers and bail the hell out


This is the quality of transportation here

Today, two of these DL's came over and informed me that there was a movement afoot within the group to kick my ass.
The first one was inebriated


The second, went into the usual argument before informing me about the threat

For the DL's standing near the off ramp on 4th ave.

21960 makes it illegal for pedestrains to be on a freeway.

21461.5 makes it illegal for a pedestrain to disobey signs (including no peds on freeway signs).

22520.5(a) No person shall solicit, display, sell, offer for sale, or otherwise vend or attempt to vend any merchandise or service while being wholly or partly within any of the following:
(1) The right-of-way of any freeway, including any on ramp, off ramp, or roadway shoulder which lies within the right-of-way of the freeway.
(2) Any roadway or adjacent shoulder within 500 of a freeway off ramp or on ramp.
(3) Any sidewalk within 500 feet of a freeway off ramp or on ramp, when vending or attempting to vend to vehicular traffic.

(c) Violation of this section is an infraction. A second or subsequent conviction of a violation of this section is a misdemeanor.

Per 40302 (a), any person cited for 21461.5 or 22520(a) and who does not have satisfactory proof of identification may be taken forthwith.

Per 40303 (b)(14), any pedestrain found on a freeway within 24 hours of cited for violation of 21461.5 and having been ordered off the freeway by a peace officer and still refuses to leave may be taken forthwith.

22520.5 (a) I Vending on Freeway Right-of-Way prohibited = $146.00


21960 (a) I Violation of Freeway or Expressway Use Restrictions by Pedestrian, Motor-Driven Cycle, Motorized Bicycle, or Motorized Scooter = $108.00

21461.5 I Pedestrian Failure to Obey Signs/Signals = $108.00

I believe 647(C) PC also applies, if all else fails or if you need a misdemeanor.........

This is a very interesting thread. Here are my veiws...

On the location where the DLs hang out... yes their presence is a problem to the area and needs to be solved. I agree with the plan to create a safe and organized location for them and move them there. Simply because of their numbers, this is not a good location for them and it causes problems.

On DLs being in the US... First of all, they aren't all illegal! I've hired at least 9 DLs that I can count and on two instances, each was proud to volunteer his green card. In one case I joked with him that it was his brothers, but no, he pulled out a drivers license to match! People assume if you're mexican then you must be a DL. the city has done surveys on the DLs at this location and found that up to 10% are documented legal but cannot hold a solid job due to lack of English or other work skills. Some are ex-cons or recovering drinkers/drug addicts. They deserve a chance to work and I don't want them stealing to get their money. Better they can work.

On the right of illegals to seek employment... I put myself in other's shoes when looking at this. If I came from a dirt poor neighborhood in a developing nation, I would do whatever it took short of hurting others to feed my family. End of story. The argument that they hurt us by taking jobs away from Americans is populist racist bullshit exposed by the Rush Limbaugh's and the like. People looking for an excuse for why America can't work hard anymore. Those American's who are able and willing to work hard for their money can get jobs. These DLs fill a need - doing the grungiest dirtiest jobs for cut rate rates. They are entry level americans being denied legal access because people fear being swallowed up by another culture. If they were successfully kept out of the US, we'd be screaming for someone to replace them. Help! No one will do my lawn for $50 a month or scrape my roof shingles off for $8 an hour in 100 degree heat! Bring on the filipinos or the malaysians!

On DLs being lazy and spending their time hanging out rather than working... I've hired guys to work on my property and always found them to be much harder working than any neighborhood kid I ever tried. Have tried a few highschoolers and they don't want to work hard or get dirty. Never have I encountered any DLs that are lazy or drunk or on drugs. They are hanging out in the hope that they can get a day's work in. Better they had some place to go where they are out of the way. Hence the idea of a designated location where they can register and wait to get hired.

On the Ayatolah's experiences getting roughed up and threatened... I am sorry to hear that you have experienced that. Though you are documenting what you believe to be illegal acts and you have the right to do so, you are antagonizing these people and it is understandable that they respond this way. If someone followed me around with a camera, I'd do much of the same. Still, i wish you no harm and hope you'll fight your battle more constructively or put more effort into your other battles. The videos really aren't necessary - especially in the quantity you;ve provided. The city knows this happens, they just don't have a viable political and economic solution yet. So continuing is just asking for more confrontation.

Sorry FB, but you are very, very misinformed,

I'm also sorry to hear you hired day laborers. I understand the temptation to cut corners, but there are numerous reasons people hiring workers should do so within the law. First of all, the employer, and make no mistake about it...you are the employer, is required to conduct safety education, post notices, carry workers comp insurance, and pay certain withholding and payroll taxes. When you don't do that, you cheat the people who do. I know it's very seductive to buy into the racial labeling shield, but it isn't just about the workers. I've had to compete with others in the area who draw from this convenient pool as a standard practice. I tried the high road of reporting them to EDD, and other state labor agencies, and they were just as interested as the contractors license board that has been no help with you-know-who. But unfair competition is only part of the problem. This area, and I'm from this area, has turned into a very unsafe place because of the transient nature of the inhabitants. There are drop houses in the area where new meat is delivered weekly. With them come drugs, gang members, human traffickers, and other contraband. Yeah....I used to be like you. Didn't think they were a problem really. Spoke with them as neighbors. Then came more, and more, and more, until they reached a critical mass of around a thousand. Now they feel dominant enough to tell me I can and can't do certain things or go certain places in the area. And that was before I became known as the enemy over here. And there are plenty of drunks, drug users, and other criminals among them. I'm surprised, but not shocked that you might bring someone or several to your home without knowing anything about them. There have been many, many instances where very bad people use the day labor areas to prey upon unsuspecting homeowner type employers. The most recent example was in Las Vegas area early this week, where the wife of the homeowner was killed. I could tell you stories about the many I've met over here, but since you have already viewed some of the videos, you can see how little it takes to go from smiling faced underdog to assault and batterer. The truth of the matter is most of us see what we want to see, and we often see what we need at that moment

This area has claimed many lives too. The most outstanding example being the sheriff's deputy shot and killed several months ago. It's like that around here. Knifings, shootings, hit and runs....it's quite active really. And it all started coincidently when the place became a hub of illegal business activity. I see three problems:

The businesses and private persons who want something for nothing (nothing being cheap, disposable, untaxed labor)

The workers who are all to willing to make this neighborhood into the very same thing they say they are trying to escape

The Authorities...AKA our government, who are all too willing to let us all fall victim to Bixby's, Child molesters, drug and alcohol abuse, bottom rung competetive pricing of goods and services, and laws that favor the politically connected.

Not a future I can sit back and let happen FB. Building the center will not change anything here. It has not changed anything anywhere else these things have been built. I've done my research. For one thing, it's built on fraud. Under the table employment is exactly that. Why would an above board government that prides itself on fairness, equality, and adherance to law actively usher in an era of cheats?

This is the county by the way, and the only solution they want to hear about, talk about, or act on is the same one that is being promoted across the whole country by the same federal government that has the best solution available, but will not use it in favor of this one. We are not being swallowed by another culture; we are being fed to it.
The threatening started long before the purchase of a camera or any sort of surveillance. By your figures, 90 percent of them don't have legal presence in the country, let alone this neighborhood. They contribute to the underground economy which has now become a negotiatable point in my local governance. They support and cohabitate willingly with the gang, drug, and human traffickers that have fired shots into the family home. They have captured the interest of my government to the exclusion of my own. I'd say the antagonism began on their end.
