    The Governors budget is funnier than any Leno or Letterman monologue. It is filled with lies, phony cuts and even phonier revenues.

    But, what had not been noted to Jon Coupal did in this article, is the $7 billion of tax increases based on the lack of Federal funds the Guv knows will never happen.

    "Perhaps even more troubling are what can only be called conditional taxes. These taxes, falling mostly on businesses, would be triggered if the state does not receive the nearly $7 billion it wants from the federal government. Dianne Feinsteins excoriation of Arnold for the tone of his demands is not a hopeful sign that California will get anything close to the money that leaders from both parties say we are entitled to. The proposed taxes on businesses are bad enough taxes which eventually fall on consumers but one of these taxes would also be an extension of the child tax which voters overwhelmingly rejected last May. Again, hitting the very citizens from whom our leaders expect help in getting out of the recession."

    Arnold's legacy: The largest deficits, combined, in the history of any State and the largest tax increases in history. Oh, and the promotion of single bill guaranteed to cost one million jobs and keep California in a Depression for a generation.

    What a legacy!
