The California law is clear. Honest citizens must get a permit, which is very hard to get, to carry a concealed weapon. Criminals do not give a damn about the law--that is why they are criminals.
But, you can carry an unconcealed gun, as long as there is no ammunition in it, and the barrel is less than 16 inches. Of course the criminals are taking a chance that you do not have ammunition in your holstered gun.
Why is government so concerned that criminals be scared of honest people? I prefer criminals to be fearful. The Second Amendment is based on the protection of the honest citizen. Government policies are based on making the ACLU and criminals happy.
If government can not protect you, then you have the absolute right to protect yourself.
